saw this on a game i wanted but unsure what that means?

was it a pc game? maybe it didn't have the key codes to play it online. Are they called "key codes" idk since I don't play pc games.

contacted the trader and he said it means that the game was a special edition and the codes for special guns or whatever were used and could not be used again. tks for the help guys.
